Domestic Administrative Support
Service Objective:
The Technical Advisor for Laboratory will independently provide technical assistance and support services to satisfy the overall operational objectives of the CDC DGHT
* Program in Papua New Guinea, to strengthen the host country government laboratory systems supported through PEPFAR by accessing the Government’s proficiency in lab management, service delivery and application of quality improvement and control measures within the Central, regional and provincial hospital laboratories, provide training to improve those skills, and assist the CDC Country Office in monitoring the progress and quality of program activities. In addition, assistance in point of care (POC) HIV testing and viral load testing rollout in NCD is anticipated. The Contractor will participate as an advisor to the CDC technical team, PEPFAR USG team, and the host country government, providing expert technical support in developing laboratory skills, guidelines, protocols and quality assurance measures. The contractor will work in partnership with CDC Papua New Guinea, and other CDC partners; and coordinate related activities with the CDC Advisor for Field Epidemiology Training Program as needed.
Task Requirement
· Collaborate with the Government of Papua, New Guinea (GoPNG) and the host country Laboratory Consortium to conduct assessments of targeted central and provisional hospital laboratories to identify needs for lab management, service delivery and skills in application of quality improvement and control measures.
· Use assessment results and data to develop recommendations for strengthening HIV lab training, services and sites certification programs, use of practical quality assurance tools.
· Provide technical assistance, on-site and regional training(s) to strengthen knowledge and skills of laboratory personnel in the operations and management of laboratories based on assessment results.
· In collaboration with CDC Paupa New Guinea, provide technical guidance to the Papua New Guinea Central Public Health Laboratory (CPHL) Quality Manager (QM) in the development and implementation of a quality system plan of the requirements for the management system and technical competence needed to meet the International Standard, ISO 15189 for international accreditation especially for HIV rapid tests and HIV-related Point-of-Care (POC) testing.
· Develop strategies and work plans for long-term follow up and sustainability to monitor performance of testing sites and to document best practices.
· Collaborate with CDC Paupa New Guinea to advise the government on the formulation and implementation of sound policies for laboratory quality assurance and control.
· Provide input and assistance to the laboratory sections of the annual and semi-annual reports submitted by the in-country PEPFAR team to the Office of the Global AIDS Coordinator, Washington, DC.
· Travel to Rabaul and Unea New Guinea to conduct assessments of targeted central and provisional hospital laboratories to identify needs for lab management, service delivery and skills in application of quality improvement and control measures.
Minimum Qualifications and/or Certifications:
· Master’s level degree in laboratory sciences or a related field, with formal laboratory training in Biology, Chemistry and Laboratory science.
· Five years of post-graduate work in public health, public programs, or a related area and a working knowledge of good laboratory practice.
· Three years of experience working with Ministries of Health in developing countries and providing technical assistance to international laboratory scientists
· Demonstrated ability to effectively communicate in English on a daily basis with various groups (Speaking, Reading and Writing). Fluency in speaking, reading, and writing in the native language of Tok Pisin or Hiri Motu is desirable.
